On Confirmation of Provision of the Chancellery of the Government of Georgia
Article 1. According to Article 13, clause 3 of the Law of Georgia on the Structure, Authority and Rules of Operation of the Government of Georgia, Provision of the Chancellery of the Government of Georgia to be approved.
Article 2. According to Article 25, clause 1, subclause "b" of the Law of Georgia on Normative acts, Resolution No 2 of the Government of Georgia of March 3, 2004 on establishing the Chancellery of the Government of Georgia to be announced invalid.
Article 3. The Resolution to become effective upon promulgation.

Provision of the Chancellery of the Government of Georgia
Article 1. General Provisions
1. The Chancellery of the Government of Georgia, According to the Law of Georgia on the Structure, Authority and Rules of Operation of the Government of Georgia, has been established for the purpose of organizational provision of activities of the Government of Georgia, preparation of analytical, informational and other materials, as well as supporting control of fulfilment of resolutions of the Government of Georgia.
2. In its activities, the Chancellery of the Government of Georgia is guided by the Constitution of Georgia, Laws, legal acts of the President and the Government of Georgia, Orders of the Prime Minister of Georgia and the Present Provision.
3. The Chancellery of the Government of Georgia has its seal with the image of Coat of arms of Georgia, its own letterhead and an account in the treasury.
4. The Chancellery of the Government of Georgia is located at the following address: 7 Ingorokva str., Tbilisi and 5 Ir. Abashidze Ave., Kutaisi.
Article 2. Main Goals and Functions of the Chancellery of the Government of Georgia
For the purpose of supporting implementation of constitutional power of the government of Georgia, the Chancellery of the Government of Georgia, within the framework of its competence, shall provide the following:
a) Create conditions for implementation of executive power by the Government of Georgia;
b) Informational and analytical provision of activities of the Prime Minister and the Government of Georgia;
c) Relation of the Prime Minister of Georgia with non-government sector and mass media;
d) Relation of the Prime Minister of Georgia with the Parliament of Georgia, state institutions, international organizations, political and public unions of citizens and other institutes;
e) Coordination of protocol measures related to activities of the Prime Minister of Georgia;
f) Analysis of condition of macroeconomic development of the country and prediction parameters, working out of conclusions and recommendations with respect to the abovementioned and introducing it to the Prime Minister of Georgia;
g) Support organization of control and activities of Ministries, and Legal Entities of Public Law within system of state sub-department institutions and Ministries;
h) Within its competence, support of activities of the Prime Minister with respect to coordination of implementation of regional policy and relation of the government of Georgia with local self-government bodies;
i) Implementation of legislative initiative of the Government of Georgia.
j) Preparation and legal expertise of legal acts of the government of Georgia and draft Orders of the Prime Minister of Georgia;
k) Preparation of conclusions on cancelling of acts of Ministers and Heads of state sub-department institutions;
l) Support of implementation of the government of Georgia and the Prime Minister of Georgia, in the field of administrative claims filed on the name of the government of Georgia and the Prime Minister of Georgia;
m) Control of execution of decisions of the government of Georgia;
n) Representation of the government of Georgia and the Prime Minister of Georgia, as well as the Chancellery of the Government of Georgia, at constitutional and Common Courts;
o) Preparation of meetings of the government of Georgia, according to the rule established by regulation of the government of Georgia;
p) Preparation of projects of agenda and issues to be considered, meetings of deliberation bodies at the government of Georgia and the Prime Minister of Georgia, to be held;
q) Coordination, monitoring and support of activities of deliberation bodies - commissions and councils;
r) Activities related to working out government programs and control of fulfilment of these programs;
s) Support and monitoring of implementation of social-economic and other state purposeful programs;
t) Participation in measures related to working out draft state budget;
u) Working out suggestions with respect to carrying out social-economic and institutional reforms and monitoring of their implementation;
v) Reception, processing of documents, and fulfilment assignments with respect to them;
w) Requesting and reception of necessary documents from separate organizations and institutions, according to the rule established by the legislation;
x) Working out suggestions on anticorruption policy of the country and monitoring of their implementation;
y) Coordination of activities of state authorities in the field of electronic government development;
z) Analysis of statistic information on corruption crime and coordinated cooperation with different state authorities working in anticorruption direction;
a1) Representation in international organizations working on anticorruption issues;
b1) Carrying out negotiations and correspondences with international organizations and representations of foreign countries;
c1) Support of solving other issues belonged to the field of management of the government of Georgia and the Prime Minister of Georgia, under the Legislation of Georgia.

Article 3. Structure of the Chancellery of the Government of Georgia
1. Structural units of the Chancellery of the Government of Georgia are:
a) Law Department;
b) Administrative Department;
c) Financial Department;
d) Society Integrated Communications Department;
e) Strategic Development Department.
2. Service and administration are created in structural units of the Chancellery of the Government of Georgia, in the form of sub-divisions.

Article 4. Leadership of the Chancellery of the Government of Georgia
1. The Chancellery of the Government of Georgia is headed by the Prime Minister of Georgia, while current activities of the Chancellery of the Government of Georgia is led by the Head of the Chancellery of the Government of Georgia, who shall be appointed and discharged by the Prime Minister of Georgia.
2. The Prime Minister of Georgia:
a) Leads and coordinates activities of structural units of the Chancellery of the Government of Georgia;
b) Approves provisions and staff list of structural units of the Chancellery of the Government of Georgia;
c) Appoints and discharges Heads and Deputy Heads of structural units of the Chancellery of the Government of Georgia, as well as employees stipulated by the staff list of the Chancellery of the Government of Georgia;
c1) Appoints and discharges a special representative, who provides coordination of the process of decision to be made with respect to separate issues and introducing respective suggestions to the Prime Minister of Georgia, under instruction of the latter;
d) Implements official supervision of activities of employees of the Chancellery of the Government of Georgia; encourages them and imposes disciplinary fines on them, under nomination of the Head of a structural unit;
e) Manages financial resources of the Chancellery of the Government of Georgia;
f) Within its competence, issues an individual administrative-legal act - Order; as well as implements complete administrative functions in the Government Building;
g) Presides meetings of the government of Georgia;
h) Signs service documentations; participates in relations with other state bodies and public organizations on behalf of the Chancellery of the Government of Georgia;
i) Within its competence, implements other powers awarded to him/her by the Legislation and Provision of the Chancellery of the Government of Georgia.
3. The Prime Minister of Georgia is entitled to transfer powers stipulated by clause 2 of the present Article, with the right of delegation, to authorized persons determined by him/her, according to Article 8, clause 2, subclause "n" of the Law of Georgia on the Structure, Authority and Rules of Operation of the Government of Georgia.

Article 5. Leadership of Structural Units of the Chancellery of the Government of Georgia
1. Heads of structural units of the Chancellery of the Government of Georgia shall be appointed and discharged by the Prime Minister of Georgia. Head of a structural unit may have deputy/deputies, which shall be appointed and discharged by the Prime Minister of Georgia, under nomination of the Head of a structural unit.
2. The Head of a structural unit of the Chancellery of the Government of Georgia:
a) In compliance with the Chancellery of the Government of Georgia, provision of this structural unit and assignments of the Prime Minister of Georgia, provides activities of the structural unit, and is responsible for due fulfilment of his/her obligations towards the Prime Minister of Georgia;
b) Nominates candidacies of employees of the structural unit to the Prime Minister of Georgia or an authorized person determined by him/her, to appoint for a position;
c) Prepares and introduces a draft provision of the structural unit to the Prime Minister of Georgia or an authorized person determined by him/her, establishes labour rights of employees and provides control of their fulfilment;
d) Signs documentation belonged to competence of the structural unit;
e) Is entitled to request and receive information and necessary documentation on issues belonged to competence of the structural unit, according to the rule established by the Legislation;
f) Presents suggestions about encouragement of employees or imposing disciplinary fines on them, to the Prime Minister of Georgia or an authorized person determined by him/her;
g) Implements other powers awarded to him/her under the present Provision, provision of the structural unit and the Legislation.

Article 6. Employees of the Chancellery of the Government of Georgia
Employees of the Chancellery of the Government of Georgia are public servants, who provide fulfilment of tasks imposed on them under the present Provision and the Legislation in force.
